Accountability and flexibility are hallmarks of Gwinnett County Public Schools' success. Key to that success is ensuring that each school community understands the progress being made by its schools, as well as what plans will drive improvement. Each school creates a collaborative Local School Plan for Improvement (LSPI) to increase student achievement results, with targeted goals based on the four strategic priorities within the district’s Blueprint for the Future: Empathy, Equity, Effectiveness, and Excellence. All schools across the district will focus on goals 2A- Multi-tiered Systems of Support and 2B- Opportunity and Access. Additionally, schools are required to select one goal from each of the other strategic priorities. LSPI goals are dynamic, like our schools, and are updated to reflect changes that occur in schools. Multiple data points are used to determine areas needing improvement and to identify specific, measurable, annual objectives. Schools then determine how to use research-based strategies to achieve these goals, using flexibility as needed. The LSPI development process involves teachers, parents, students, and community members, so the entire school community has the opportunity to be involved in conversations about school improvement.

At Pharr Elementary School, we are committed to fostering an inclusive and equitable learning environment where all students can achieve academic success and social-emotional growth. As part of this commitment, we are strategically aligned with GCPS Strategic Priority Goal 2A: Reduce variability and increase the fidelity of high-quality Tier 1 instruction for every student. We are dedicated to ensuring that every classroom delivers consistent, standards-based instruction that is responsive to students’ individual needs through targeted small groups, rigorous grade-level curriculum, and the use of ongoing formative assessments and progress monitoring.

1 Implement a Universal Screening Process:
Pharr Elementary will continue the use of a universal screener iReady to identify students requiring academic interventions and those in need of social-emotional support. Data from these screenings will be used to make informed decisions regarding individualized instructional planning and behavioral interventions, ensuring students receive the appropriate level of support in a timely manner.

2 Expand and Support Multi-Tiered Student Support (MTSS):
The school will refine its MTSS implementation through structured Tier I core instruction and increasingly targeted Tier II and Tier III interventions. These supports will be aligned with district expectations and monitored regularly to measure effectiveness and student growth.

3 Strengthen Early Learning with Play to Learn:
Pharr Elementary will continue to offer the Play to Learn program as a foundational early childhood initiative to support school readiness and cognitive development for children and families in the Grayson community. This program equips parents with tools and strategies to foster early literacy, language acquisition, and social development in preparation for kindergarten success.

4 Enhance Academic Knowledge and Skills (AKS) through Response to Intervention (RTI):
Instructional practices will be reinforced through high-quality, differentiated small-group instruction within Tier I, Tier II, and Tier III supports. Teachers will utilize formative assessments and student performance data to deliver responsive instruction and close achievement gaps across all content areas.

5 Maximize Rams Time for Continuous Quality Improvement (CQI):
Pharr Elementary will continue to implement Rams Time, a strategic daily intervention and enrichment block focused on reading and math. During this time, students receive additional support or extension activities tailored to their individual needs, promoting growth and mastery of core academic standards.

6 Foster Family and Community Engagement:
The school will strengthen its partnerships with families and community stakeholders to support student development through consistent communication, instructional workshops, and events that reinforce the importance of academic and social-emotional learning at home and in the broader community.

  1. Pharr Elementary School will show an improvement on the ELA Georgia Milestones Assessment (GMAS) by

increasing from (83% Dev,Pro,D) 58.8% (Pro,D)% (2025) to (88% or 63.8%) (2026) in the number students in grades 3-5.

  1. Pharr Elementary School will show an improvement on the MA Georgia Milestones Assessment (GMAS) by

increasing from (90% or 68.1% (2025) to (95% or 73.1 % (2026) in the number of students in grades 3-5.

 

Equity 2.B - Opportunity and Access

2.B Opportunity and Access: Increase students’ opportunities to learn and achieve by consistently implementing a high-quality curriculum that reflects grade-level expectations, focusing on early literacy and the science of reading.

Pharr Elementary School is committed to expanding equitable learning opportunities and ensuring all students engage in a rigorous, high-quality curriculum aligned with grade-level expectations. In alignment with Strategic Goal 2B, we strive to increase students’ opportunities to learn and achieve by consistently implementing curriculum that reflects the demands of the Academic Knowledge and Skills (AKS) standards, emphasizing early literacy, foundational numeracy, and the science of reading.

Pharr Elementary prioritizes instructional practices grounded in research-based strategies that accelerate student growth and close achievement gaps, especially in the early grades where literacy development is critical. Through intentional integration of culturally relevant pedagogy and advanced coursework, we are creating inclusive pathways that empower all students regardless of background or ability to meet and exceed academic milestones at each grade level. This approach prepares students not only for current academic success but also for long-term college and career readiness.

 

Pharr Elementary School will deepen the implementation of high-functioning Professional Learning Communities (PLCs) across all grade levels and content areas. These PLCs will operate with fidelity around the four essential questions that guide effective teaching and learning:

  • What do we want all students to know and be able to do?

  • How will we know if they have learned it?

  • How will we respond when some students do not learn?

  • How will we extend the learning for students who are already proficient?

Instructional staff will engage in weekly data-driven planning and collaboration to ensure alignment of instruction with grade-level standards, with a strong emphasis on early literacy development and the science of reading. Teachers will utilize assessment data to plan differentiated, small-group instruction and targeted interventions that meet the diverse needs of learners.

In support of this instructional vision, Pharr Elementary will continue to implement a schoolwide schedule that prioritizes protected instructional blocks, allowing students access to enrichment extensions, culturally responsive learning experiences, personalized academic support, and advanced coursework. These structures, along with consistent formative assessment and progress monitoring, will help ensure that all students master essential milestone skills and are on a trajectory for academic excellence.

Pharr Elementary School will show growth on the Reading i-Ready assessment by increasing the percentage of students meeting or exceeding their annual typical growth goal from 59% to 65%. 

a.) In order to check that our students are on target to meet their typical growth goal by the end of the year, at mid year, our school’s median percent progress towards Typical Growth will meet or exceed 55%.

Pharr Elementary School will show growth on the Reading i-Ready assessment by increasing the percentage of students meeting or exceeding their annual stretch growth goal from 32% to 35%. 

Pharr Elementary School will show growth on the Math i-Ready assessment by increasing the percentage of students meeting or exceeding their  annual typical growth goal from 62% to 67%.

a.) In order to check that our students are on target to meet their typical growth goal, by the end of the year,  at mid year, our school’s median percent progress towards Typical Growth will meet or exceed 50%.

Pharr Elementary School will show growth on the Math i-Ready assessment by increasing the percentage of students meeting or exceeding their annual stretch growth goal from 32% to 35%. 

 

Family Engagement/Building Parent Capacity -

We will build our parents' capacity to support their children's academic achievement by implementing the activities identified in The Plan/The Promise. Pharr Elementary School is committed enhancing our parents' capacity to support their children's academic achievement learning in reading, math, social studies, science, and technology by implementing the activities identified in The Plan/The Promise.

  1. Provide English and/or Technology classes for parent who desire to learn the English language.
  2. Provide Technology classes for parent who desire to learn how to use technology tools to support learning at home.
  3. Schedule community engagement events.
  4. Improve the Parent Center with materials for parents to check out
  5. Provide materials and training to help parents to work with their children to improve their children's achievement.
  6. Continue to implement the Play2Learn program for children from birth to age 5.

 

 

 

 

Pharr will show an increase in the percentage of positive parent responses on the EES survey results regarding school communication, effectiveness, opportunity, and access.
